  • working in the exclusion zone;
  • persons who were evacuated and resettled, including children who were in a state of fetal development;
  • citizens who live or work in a residential area with the right to resettle or with a preferential socio-economic status;
  • those who voluntarily left the area of ​​residence with the right to resettle;
  • disabled relatives of the deceased breadwinner (parents, children, spouse, grandparents);
  • victims of other radiation or man-made disasters;
  • disabled family members of deceased victims.

However, it is worth considering that if radiation damage is caused intentionally, the amount of payments may be reduced or a refusal may follow.

Types of pensions assigned to victims of disasters

In the Russian Federation there is a pension, which includes a number of payments:

  • for length of service;
  • by old age;
  • on disability;
  • in case of loss of a breadwinner;

Persons belonging to this category of the population are entitled to government payments old age and disability. In the event of the death of a person affected by the events at the Chernobyl Nuclear Power Plant (ChNPP), members of his family are entitled to a state pension on the occasion of the loss of a breadwinner.

In addition, these citizens may be assigned an insurance pension if they are entitled to it. State old age pension

Only persons who suffered as a result of accidents and disasters of a radiation and man-made nature are entitled to receive this type of pension provision. Victims of the 1986 events in Chernobyl can receive this pension, provided that they are at least 5 years.

The Government of the Russian Federation may establish other conditions for victims of other radiation or man-made incidents.

Disability pension under state pension provision

If a person from this category of the population is a disabled person of any group who received a disability due to the events at the Chernobyl Nuclear Power Plant, he is awarded a disability pension. In accordance with paragraph 3 of Art. 10 this type of pension provision appointed regardless of work experience(it can be 1 day, 1 year or not at all).

Instead of a disability pension, a pensioner may be awarded a state old-age pension.

According to Federal Law No. 166, citizen Sokolov has the right to choose one of the pensions - old age or disability.

Since Evgeniy Yuryevich is a liquidator of the consequences of the Chernobyl nuclear power plant, he is entitled to a state old-age pension (250% of the social pension). After April 2018, it is 13,101.64 rubles (before - 12,585.63 rubles). But citizen Sokolov is also a disabled person of the third group. In this regard, he has the right to a disability pension, which is 125% (from April 1, 2018 - 6550.82 rubles). That is, twice as much.

Pensions for the loss of a breadwinner for family members of victims of the Chernobyl nuclear power plant

In the event of the death of a person affected by the Chernobyl tragedy, disabled members of his family have the right to a survivor's pension. It can be:

  • minor children;
  • adult children of the deceased under 25 years of age under certain conditions;
  • a husband or wife who has a dependent child of the deceased under the age of 14;
  • spouse aged 55 (50) years, or before the onset of disability;
  • disabled parents;
  • grandparents who have reached retirement age (60 and 55 years old) or have a disability.

For children who are studying full-time, this payment is assigned for the entire period of study, but up to a maximum of 25 years. That is, when the student turns 25 years old, payments stop.

Along with the state survivor's pension, disabled family members of the deceased can simultaneously receive either an old-age or disability pension.

The right to choose pension provision

Citizens affected by the tragedy at the Chernobyl Nuclear Power Plant are entitled to one of the following types of pensions: or / (if eligible).

Moreover, the pensioner himself can choose for which the final amount of payments will be the largest.

The old-age insurance pension is assigned in accordance with Federal Law No. 400 of December 28, 2013. In 2019, the insurance period should be 10 years, and the number of individual pension coefficients (points) should be 16.2.

For many citizens belonging to this category of the population, their pensions were calculated using the old formula before the adoption of the above law. But according to it, pensions assigned earlier are subject to recalculation using a new formula. However, if the amount is lower than previously established, the pension amount will remain the same.

Assignment of state pensions

  1. For getting old age pensions other documents are:

    • documents confirming that the person suffered or received a disease as a result of the disaster;
    • a medical and social examination certificate indicating the disability group.

    This payment is unlimited and is paid until the end of the pensioner’s life.

  2. To assign a pension on disability additional documents required:
    • confirming disability (for example, ITU certificate);
    • which indicate the status of the recipient (certificate of a standard form, etc.).

    This pension is established for the period during which the person is recognized as disabled, possibly indefinitely.

  3. In addition to the application and passport for granting a pension on the occasion of the loss of a breadwinner necessary:
    • death certificate;
    • documents confirming family relations with the deceased breadwinner, for example, a birth certificate (adoption), marriage certificate, etc.;
    • other documents containing certain information (court decision, certificates from housing authorities, educational institutions, guardian’s certificate, etc.).

All pensions are assigned from the first day of the month when a citizen applies for appointment to the territorial body of the Pension Fund.

Early assignment of pensions to victims of the Chernobyl nuclear power plant

Those affected by the events at the Chernobyl Nuclear Power Plant may be granted an old-age pension ahead of schedule, but maximum 10 years earlier established deadline. Depending on the category of citizens, the retirement age is determined.

Men at 55 years old and women at 50 years old, can receive a pension if they:

  • are liquidators of the consequences in Chernobyl (1988 - 1990);
  • received or suffered illnesses (including radiation sickness) as a result of the Chernobyl explosion or work to eliminate the consequences;
  • carry out work in the exclusion zone.

Older citizens 50 years (men) and 45 years (women), are entitled to pension benefits if they:

  • disabled people due to the Chernobyl tragedy;
  • evacuated from the exclusion zone;
  • eliminated the consequences of the Chernobyl disaster in the period from 1986 to 1987.

For those who live or work in the resettlement zone, the retirement age is reduced by no more than 7 years. For persons located in the area of ​​residence with the right to resettle, due to old age it is reduced by no more than 5 years. The retirement age is reduced by a maximum of 3 years for those living in an area with a preferential socio-economic status.

Pension payment

All pensions are paid monthly. Either the pensioner himself or the person for whom the power of attorney is issued can receive any of them.

The recipient has the right independently choose or change the payment delivery method by writing an application to the territorial office of the Pension Fund.

Today you can receive cash payments through:

  • Russian Post (at the post office at your place of residence or to your home);
  • an organization that delivers pensions - to your home or at the organization’s cash desk (a list of organizations is available in the Pension Fund);
  • bank (bank account or card).

Retirement according to Chernobyl zones

An old-age pension for Chernobyl victims is possible from 55 years of age (for men) and 50 years of age (for women). The required minimum experience is 5 years.

The terms are reduced by 5 years and are set: for men - 50 years, for women - 45 years, in relation to:

  • citizens whose medical examination has determined disability;
  • persons who were evacuated from the exclusion zone;
  • liquidators of the consequences of the Chernobyl accident .

The old-age pension is proportional to the social pension, which in 2018 is equal to 5,240 rubles. The amount of the old-age pension is 250% of the social pension, that is, 13,100 rubles.

Disability pension

Upon receipt of disability, the terms are reduced by 5 years, that is, 50 years (for men) and 45 years (for women). Here, too, a minimum experience of 5 years is required.

The amount of the disability pension is calculated in the following proportions:

  • 250% of the social pension – for groups 1 and 2;
  • 125% of the social pension – for group 3.

A disability pension is awarded to Chernobyl servicemen and citizens equivalent to them.

Pension established in connection with the deprivation of a breadwinner

Which relative can claim:

  • children under 18 years of age, as well as full-time students (up to 23 years of age);
  • parents who are unable to find work;
  • spouse raising children under 14 years of age;
  • spouse of the deceased, upon reaching the age of 55 years (for the spouse) and 50 years (for the wife).

The survivor's pension is calculated and paid simultaneously with other benefits.

What is the pension for Chernobyl survivors?

  4. In the constituent entities, it is permissible to clarify the legislation regarding the provision of social benefits to persons affected by the disaster, but in general the scale of support provided corresponds to the norms of Law No. 1244-1 of May 15, 1991.

Possibility of choosing a pension

In accordance with regulations, if more than one type of pension is assigned, a person can choose the most acceptable type of benefit for himself. As a rule, citizens choose a more substantial payment. At the same time, if a survivor’s pension is assigned, this type of pension payment will still be made.

How to apply for a Chernobyl pension?

To process payments, you must contact the Pension Fund and submit the established package of documents for consideration. If a personal visit is not possible, you can transfer all the necessary information through remote access through the government services portal.

To calculate the payment of benefits (compensation) to the liquidators of the consequences of the accident, as well as to members of families who have lost their breadwinner, it is necessary to provide a package of documents necessary for obtaining one or another type of pension.

Old age pension:

  • a document confirming the status of a disaster liquidator;
  • original work book indicating periods of work in radioactive contamination zones;
  • medical examination for recognition of disability;
  • a document confirming the applicant’s presence within the Chernobyl zone at the time of the explosion of the nuclear reactor;
  • additional certificates from a medical institution (if necessary).

Disability pension:

  • conclusion of a medical commission on recognition of disability;
  • documents confirming the presence of the applicant within the Chernobyl zone at the time of the accident;

When applying for this type of pension, you are required to undergo a medical examination again. Further, based on the results of the conclusion, extend the period of payment of the pension.

As a result of the Chernobyl accident in 1986, people still receive certain payments - compensation for living in an area of ​​​​high radioactivity. This also applies to pensions for Chernobyl victims, which undergo constant changes - characteristic annual increases are made. Legislative acts, as well as the amounts of such payments, will be discussed in detail below.

Due to the natural characteristics of radiation - a decrease in the level over time - every 5 years the territories that belong to the Chernobyl zone are reviewed. The pension reform also undergoes changes every 5 years. The latest changes were signed on October 8, 2015. The reform largely affects the reduction of benefits or their complete termination in accordance with the review of the environmental situation in the areas included in the Chernobyl zone.

Today, when calculating pensions, they are guided by two laws: Federal Law N166-FZ of December 15, 2001 and the Law of the Russian Federation of May 15, 1991 N1244-1.

As for pensions for Chernobyl victims, they are largely guided by Law of the Russian Federation No. 1244-1, where all the sizes of allowances are presented:

  • Article 28 – a supplement due for all persons who found themselves at the epicenter of the disaster;
  • Article 29 – payments to all persons who became disabled as a result of the disaster;
  • Articles 30, 31 – benefits due to the liquidators of the Chernobyl accident.

According to these articles, certain groups have the right to early retirement. Depending on the status - victims or liquidators - the retirement age is reduced by 5-10 years.

Who is entitled to a “Chernobyl” pension?

The Chernobyl pension is paid to the following groups of persons:

  • pensioners who were previously treated for a disease caused by radiation exposure due to the Chernobyl nuclear power plant disaster;
  • an above-average pension is paid for disabled people who received disability as a result of an accident;
  • persons who carried out the liquidation of the tragedy in 1986-1990;
  • pensioners who are currently working in the exclusion zone;
  • people evacuated immediately after the tragedy, as well as children born after the evacuation, were in the womb at the time of the accident;
  • Among the innovations today there is a benefit for persons who live or only work in areas with a preferential economic status;
  • previously voluntarily left areas with increased radiation;
  • disabled citizens who previously lost their breadwinner who participated in work in the Chernobyl zone still receive pensions;
  • disabled relatives of those citizens who died due to exposure to radiation from the disaster at the Chernobyl nuclear power plant.

The number of pensioners and citizens receiving benefits also includes those who received a dose of radiation as a result of a man-made disaster not only with the Chernobyl nuclear power plant.

The purpose of the provided payments in the Russian Federation is presented in the form of subsidies for additional medical examination and treatment. The level of radiation exceeds the norm not only near the location of the nuclear power plant, but also affects such areas as Kursk, Lipetsk, Oryol, Tula and other regions. Even a slight excess of radiation levels can adversely affect the health of those living in exclusion and resettlement zones.


Features of pension provision for Chernobyl victims

Pension benefits for citizens affected by the Chernobyl disaster begin 5-10 years earlier. Retirement at 50 and 55 years, respectively, for women and men can occur if:

  • they were the liquidators of the accident in 1988-1990;
  • suffered illnesses as a result of the radiation received;
  • They are still working in the exclusion zone - this is the Bryansk region, some settlements of the Krasnogorsk region.

Only the following persons can retire at the age of 45 and 50 years, respectively, for women and men:

  • disabled people due to the disaster;
  • evacuated citizens from the exclusion zone;
  • liquidators of consequences from 1986 to 1987.

Citizens who currently live or work in the resettlement zone may qualify for a maximum reduction in retirement age of 7 years. If future retirees live in an area with the right to resettle, they can submit documents up to 5 years earlier. In regions with a preferential socio-economic status, citizens can apply for a pension 3 years earlier than required by Russian legislation.


In addition to pensions, increases are provided, which are based on the pensioner’s position. The pension supplement is paid based on the factor in which the payments were made – for old age or disability.

Often both subsidies are given to one person. Due to regular updates, you should submit documents for pension recalculation once every 5 years - it is possible that new payments have been added for citizens in some way related to the Chernobyl disaster.

Pension amount

The size of pensions and the conditions for receiving them for Chernobyl victims differ significantly from other Russian citizens. Their payments are calculated as follows:

  • 250% of standard social payments are received by liquidators of the Chernobyl nuclear power plant, disabled people of groups 1 and 2, which was a consequence of exposure to radiation, children who have lost both breadwinners;
  • disabled people of the 3rd group with dependents receive a pension in the amount of 250% and an increase of 1,653.28 rubles (due to indexation in 2019, the increase will be increased to 1,746.88 rubles);
  • people working in exclusion and resettlement zones receive 200% of the amount of social pensions;
  • in the amount of 125% - family members of the deceased breadwinner.

Pension payments are increased every year, and in 2017 they increased pensions by an average of 100 to 300 rubles.

Pension indexation in January 2019 occurred by 7%.

Payments to relatives in the event of loss of a breadwinner

For Chernobyl victims in Russia, pensions are paid to relatives in the event of the loss of a breadwinner who is an accident liquidator or disabled due to radioactive exposure. Compensation is provided to the following relatives:

  • disabled parents;
  • to minor children, and benefits are also paid to children who are full-time students up to the age of 25;
  • a widow who is currently caring for a child if he is under 14 years of age;
  • to a widow or widower, regardless of the time that has passed since the date of death - in this case, pensions are calculated for men up to 55 years of age, and for women up to 50 years of age.


  • 300 rubles for children under 14 years old and 800 rubles from 14 to 18 years old;
  • compensation for meals at school in the amount of about 100 rubles and 450 rubles in a preschool institution;
  • extraordinary admission to higher educational institutions for preferential places;
  • disabled people who were dependent on a deceased relative - 20 thousand rubles annually.

Additionally, it should be noted that the funeral of a deceased Chernobyl victim is also paid for by the state.

Paperwork

The Chernobyl pension is provided only to those citizens who have completed its registration in full compliance with the requirements of current legislation. The following documents will be required for registration:

  • application for a pension based on involvement in the Chernobyl disaster;
  • passport of a citizen of the Russian Federation;
  • SNILS;
  • work book or other document that can confirm the duration of the insurance period;
  • a special certificate confirming participation in the liquidation of the disaster;
  • any document confirming residence in the Chernobyl zone;
  • any documents and certificates indicating the fact that the citizen suffered a disease as a result of radiation exposure;
  • a certificate from a medical and social examination, which confirms the presence of a disability disease.

If a survivor's pension is being issued, it is necessary to submit the birth certificate of the children or documents of the incapacitated parents, as well as the death certificate of the citizen who is the liquidator of the accident or a disabled person.

Chernobyl pensions have been paid since 1986 and will continue to be paid. There will also be benefits and benefits regarding payment of utility services, provision of land plots and other areas.
