Russian citizens who have received the honorary title “Veteran of Labor” for their labor achievements have the right to use specially provided federal and regional benefits provided by the state and constituent entities of the Russian Federation, respectively.

  • citizens who began working during the Patriotic War before reaching adulthood. At the same time, it is important that the total work experience of such applicants is no less than certain standards (for women - from 35 years, for men - from 40 years);
  • citizens who have orders, medals, various honorary titles of the Russian Federation, the USSR, the RSFSR and (or) departmental badges, which are issued for some special distinction in work.

Benefits established at the level of the Russian Federation

Labor veterans today have the following benefits of federal and all-Russian significance:

  • free travel for the beneficiary in public transport (with the exception of private minibuses and taxis), which follows an intercity or suburban route. It is worth noting that labor veterans have the right to use this benefit throughout the Russian territory, regardless of the region and locality of residence of the veteran;
  • medical benefits, including expanded opportunities to receive various medical services free of charge. In particular, Russian citizens who have the title “Veteran of Labor” and, accordingly, medical benefits can not only use services in state medical institutions, but also receive free dental prosthetics. Free services for dental prosthetics include the production and restoration of dentures in any municipal dental medical institutions, with the exception of the costs of performing prosthetics using metal-ceramics or precious metals;
  • social benefits, including in the current 2015 state compensation for half the cost of a veteran’s utility bills. The discount is provided for public utility services for water supply, gas supply, electricity supply, garbage collection, as well as for radio broadcasting and a collective television antenna. In addition, a labor veteran receives a 50% discount on payment for the total living area. The latter benefit is extended to the beneficiary himself and to all members of his family;
  • the ability to choose when to grant annual leave. If a citizen who is a labor veteran is officially employed, he can go on paid annual leave at any time at his own discretion, regardless of the vacation schedule at his enterprise. Moreover, if a labor veteran expresses the corresponding desire, the employer is obliged to provide him with unpaid monthly leave at any time (no more than 30 days a year);
  • 50% discount on travel by water or rail. This benefit is usually seasonal (from September to mid-May).

Local benefits established at the regional and municipal levels

As already mentioned, the full list of specific regional subsidies, discounts and other benefits provided to labor veterans may differ significantly depending on the Russian region where the citizen entitled to benefits lives.

Thus, regional benefits may include subsidies for medicines, additional benefits for travel by various types of urban transport, sanatorium and resort treatment for a labor veteran paid from the local budget, discounts on a social card that allow preferential categories of citizens, including labor veterans, to buy certain goods in stores at a lower price, and other benefits established by the regional authorities of the relevant constituent entity of the Russian Federation.

For example, local legislative acts of Moscow in the current 2015, in addition to the federal list, provide the following benefits for persons with labor veterans’ certificates:

  • city ​​monthly cash payment, carried out at the expense of city budget funds. Payment to the beneficiary begins in the month following the month the veteran submits the relevant application;
  • free (paid from the local budget) trips on suburban railway transport upon presentation by the beneficiary citizen of a Moscow resident social card.

Procedure for applying for benefits

First of all, a Russian citizen who has grounds to receive veteran status for labor merits needs to contact the territorial department of social protection with a complete list of required documentation that confirms the applicant’s rights to the corresponding benefits.

Social security employees must, in accordance with legally established rules, transfer the applicant’s documentation within 3 days to a commission that is specially convened to consider applications from persons applying for the status of a labor veteran. The convened commission is given a thirty-day period to make an appropriate decision based on the results of consideration and verification of the documentation submitted by the applicant. The one-month period begins to count from the date of submission of the applicant’s written application.

Further, after a collective decision is made by the commission, social security authorities are obliged to notify within 5 days of the results of consideration of the application of a citizen who wishes to receive a certificate and benefits of a labor veteran, and to issue an administrative act.

If the territorial social protection authorities make a positive decision, the applicant is issued an appropriate certificate confirming the status and benefits of a labor veteran. The issued certificate must be certified by the head of the local department of social protection of the population.

The person who has received the certificate can immediately apply for any benefits established by federal or regional legislation for the corresponding category of citizens. At the same time, a labor veteran has the right to receive both all the benefits provided by law and to demand the provision of only certain benefits that are most necessary for him.

To apply for free travel, subsidies for rent and utility bills, a single cash payment or other benefits provided to labor veterans, a citizen must draw up and submit an appropriate application to receive them. An application for benefits must also be submitted to the territorial social security office located at the place of residence of the veteran-beneficiary.

Documentation required for registration of status and benefits

To obtain the status of a labor veteran and, accordingly, to obtain the above-mentioned benefits legally established for Russian veterans, the applicant will need to collect and submit the following documentation to the social security authority:

  • the applicant's general passport;
  • statement;
  • pensioner's certificate;
  • SNILS certificate;
  • documentation confirming the applicant’s work experience (this may be the applicant’s work book and (or) a certificate from the archive confirming the work experience);
  • documentation certifying information about the titles, medals, and insignia received by the applicant;
  • two photos.

After the applicant receives a certificate confirming his status as a labor veteran, he needs to write and submit another application, which formulates a request to provide the benefits necessary for the veteran. The applicant will also need a passport and a veteran's identification card.

In the Russian Federation, the honorary title “Veteran of Labor” is awarded to any person with a total work experience of at least forty years for men and at least thirty-five for women. Citizens who worked during the Second World War are also equivalent to this rank. All labor veterans must have appropriate insignia and certificates - in other words, official confirmation of their honorary title.   • for housing, citizens with the title “Veteran of Labor” also receive a fifty percent discount. The law clearly states that this does not depend on the type of housing itself and its location;
  • — veterans working after retirement are entitled to leave at any time convenient for them;
  • veterans are also paid cash benefits. Its size directly depends on the region where the labor veteran lives.

Under the phrase “ veteran of labour“It is assumed that a citizen works for the benefit of his country, its society and brings benefits for decades. Perhaps, with active work, health suffers, as happens in modern society. However, people have been useful for at least 35-40 years, don’t they deserve concessions in the form benefits? Will the state really forget about these people and not be able to provide them with a decent pension? Citizens should not need anything, count every ruble and think about what to spend it on today - to buy medicines or food.

Naturally, those at the top, no less than us, want people belonging to this category to have all sorts of benefits so that they can live better, so benefits for labor veterans is a really sensitive topic; such people should be thought about at the state level, providing them with benefits, improving their level life.

But bad luck! The country is in trouble - the economy is falling due to falling prices on the oil market and sanctions imposed by the West and the EU. What did they come up with at the top? And are they even going to expand the list of benefits for people who have earned the title “Veterans of Labor”?

The factors are negative, let’s be honest. But the Government does not despair, looks into the future with optimism and proposes fresh programs for implementation that will help in the near future pensioners, disabled people and veterans– thus, there is no point in worrying about vulnerable segments of the population, the state remembers them and will do everything possible to make their lives more comfortable. In the coming year, an increase in benefits is expected, as well as the inclusion of new government programs.

Benefits for labor veterans– preferences (additional payments, medical care and social support measures, compensation, privileges) of federal and regional significance provided to individual pensioners of the Russian Federation. The following categories have the right to this title in Russia:

  • people with a work experience of 35 years (women) and 40 years (men), which began during the Second World War, if they were under 18 years old at the time of starting work, and this fact is documented;
  • pensioners awarded for their labor activities with orders, medals and other distinctive signs and relevant documents for them, holders of the title of honorary citizen of the USSR, RSVSR or the Russian Federation.

To receive this title and the required federal benefits in accordance with Law No. 5FZ “On Veterans” of January 1995, the pensioner should appear at the social security office at the place of official registration.

At the same time, he must correspond to one of the listed categories and have the appropriate documents.

What benefits are provided?

According to Article 22 of Federal Law No. 5, the list of federal benefits for retired labor veterans (old age) is more detailed:

  • free medical services in public hospitals;
  • installation and repair of dentures in clinics (except private ones) at the expense of the state budget (except for the cost of materials such as metal ceramics and precious metals);
  • free travel on public transport, excluding private taxis and minibuses;
  • paid annual leave at a time chosen by the person for working Russian citizens;
  • in addition, such a beneficiary has the right to a 30-day vacation at his own expense;
  • 50% discount on housing and utilities for the beneficiary (gas, water, electricity, garbage removal, shared antenna and discount on living space for the beneficiary and his family;
  • 50% discount (usually seasonal) on travel on suburban railway and water transport.

However, this expanded list in practice has limitations due to the “Law on the Monetization of Benefits”. Thus, some benefits were replaced with cash payments, and the responsibility for determining their size was assigned to regional authorities, so in different areas they may vary depending on the budget. The way benefits are provided also varies. For example, it is common practice to pay 100% of utilities followed by transferring 50% of the amount to the pensioner’s account or in cash via mail.

What regional benefits can I get?

Federal benefits are common to pensioners in all regions of the country. Regional preferences vary. This could be a subsidy for medications, compensation for the cost of sanatorium therapy, discounts on travel, a social card for purchasing certain goods in stores at a reduced price, etc. In Moscow and St. Petersburg there are additional payments to citizens from the city budget.

Tax benefits for labor veterans

A pensioner with the title “Veteran of Labor” is entitled to some tax preferences in the Russian Federation.

1. Citizens who own real estate in Russia are exempt from property tax.

2. Veterans of labor may not pay part of the taxes on personal income. In particular, the following are not taxed:

  • pensions with appropriate additional payments,
  • financial assistance from a former employer, not exceeding 4,000 rubles. in year,
  • own money spent on treatment in a sanatorium.

3. Preferences for transport and land taxes are determined by the constituent entity of the Russian Federation independently.

What other benefits are possible in the cities of the Russian Federation?

Benefits for labor veterans in Moscow:

  • free travel on public transport, as well as on electric trains in the Russian Federation and on municipal water transport in Moscow;
  • 50% discount on utilities;
  • 50% compensation for the monthly fee for a landline telephone;
  • monthly payments (about 250 rubles);
  • free sanatorium therapy and compensation for railway travel.

To be able to use electric trains on preferential terms, the recipient must present a Muscovite social card.

In the Northern capital, pensioners benefiting from this category are also entitled to:

  • monthly payments from the city budget (350 rubles);
  • 50% discount on payment for your own housing and communal services;

  1. Start working as a minor during the Second World War. In this case, the duration of total labor must be at least 40 and 35 years for men and women, respectively.

Benefits for labor veterans in Moscow in 2018 are enshrined in regional legislation. Since 2004, benefits established at the federal level have not been applied to labor veterans.

This means that the size and scope of benefits provided will vary depending on where the veteran lives. Financial revenues to the Moscow budget differ significantly from revenues to the budgets of other regions, therefore the benefits provided to Moscow workers are more significant than the compensation assigned to veterans from other regions.

What social benefits are available to labor veterans in Moscow in 2018?

In accordance with paragraph 1 of Art. 6 of the Moscow Law “On Social Measures...” dated November 3, 2004 No. 70, there are the following social benefits for labor veterans in Moscow:

  1. Free travel around Moscow on any public transport (with the exception of taxis, including minibuses).
  2. Free travel on commuter rail.
  3. Discount of 50% on the cost of travel on suburban water transport.
  4. 50% discount on payment for housing and communal services.
  5. Compensation for part of the cost of city telephone services in a certain amount (in 2018, its amount is 250 rubles per month according to clause 4.2.9 of Appendix 1 to the city government resolution “On the establishment of ..." dated October 31, 2017 No. 805-PP).

Additional social benefits

In addition to the support measures listed above, labor veterans can count on:

  1. To receive free sanatorium-resort vouchers (if there are indications recorded by a doctor, the veteran does not have an official job, as well as an average per capita income in an amount not exceeding two times the subsistence minimum), as well as reimbursement of expenses incurred for travel to the place of treatment and back. The right to receive such a benefit arises once a year (subclause 1.2 clause 1 of the regulation “On the procedure for providing ...”, approved by the Moscow Government Decree No. 755-PP dated August 11, 2009).
  2. Possibility of receiving additional unpaid leave (so-called leave without pay) for up to 35 days.

In addition, in accordance with paragraph 2 of Art. 12 of Law No. 70, as a benefit, labor veterans in Moscow in 2018 are granted the right to receive certain types of medications at a discount or free of charge.

The listed benefits are available only if the labor veteran receives an old-age pension. If a social benefit is assigned to him for other reasons (for example, disability), the right to use benefits arises only after he reaches the age to receive an old-age pension (Clause 2, Article 6 of Law No. 70).

How to apply for benefits for a labor veteran in Moscow

The procedure for applying for benefits for a labor veteran in Moscow in 2018 differs depending on the type of social support provided to the benefit recipient. Only the basic package of documents remains the same, which includes:

  • statement;
  • passport;
  • a certificate of a labor veteran or other document on the basis of which the beneficiary was assigned such status;

How to get a discount on telephone services

To receive compensation for paying for telephone services, a labor veteran who is an MGTS subscriber does not need to take any additional actions - the discount will be applied automatically. Information about all persons entitled to receive benefits is included in the corresponding citywide list, to which MGTS has free access.

Subscribers of other telephone networks will have to apply for the benefit themselves by contacting social security with a corresponding application. How to apply for free dental prosthetics and get a discounted voucher to a sanatorium

You can take advantage of the benefit for free installation of dentures only in a public clinic. Private organizations will issue a bill regardless of the patient's veteran status.

To receive prosthetic services, you must contact the territorial social security department with a corresponding application. In addition to the basic set of documents, you will need to attach:

  • compulsory health insurance policy;
  • a medical certificate confirming the need for the applicant to have a denture installed.

The length of time during which the service will be provided depends on the number of beneficiaries already on the waiting list. The average waiting time is 2 months.

Social protection is responsible for the distribution of free vouchers to various categories of beneficiaries (including labor veterans). It is to this body that the applicant will need to contact in order to undergo free sanatorium-resort treatment.

In this case, the basic package of documents will include a certificate in form 070/у. It must be completed by the veteran's physician. This document is not an analogue of a sanatorium-resort card and does not give the right to undergo treatment. It is issued for informational purposes and contains information about the patient’s diseases and recommended methods of medical intervention on his body.

Cash payments to labor veterans

According to sub. 2 p. 2 art. 10 of Law No. 70, labor veterans are among the pensioners who are assigned a monthly city cash payment (CAP). The basic amount of such payment, in accordance with sub. 3 p. 1 art. 11 of Law No. 70, is 200 rubles. The payment is subject to annual indexation. In 2018, its size is 1,000 rubles. (the amount was approved by clause 4.2.3 of Appendix 1 to Resolution No. 805-PP).

To receive EDV, you must contact the MFC at your place of residence. The application for payment will need to be accompanied by:

  • passport;
  • labor veteran certificate;
  • a certificate from the Pension Fund confirming that the applicant does not receive EDV for other reasons (in the event that the beneficiary has the right to a cash payment on several grounds, only one is selected, the payment for which is the largest).

You can also submit an application for the appointment of an EDV via the Internet, using the service of the Moscow City Hall. The additional payment will be transferred to the beneficiary from the month following the month of application for its appointment.

Monetization of benefits

Beneficiaries who refuse to issue a travel document allowing free travel on public and suburban railway transport have the right to receive monetary compensation for its cost. Its size, in accordance with the information given in paragraphs. 4.2.4 and 4.2.5 of Appendix 1 to Resolution No. 805-PP is:

  • 378 rub. — for travel on public transport (metro, bus, tram, trolleybus, MCC);
  • 188 rub. — for travel on suburban railway transport (trains).

You can also exchange the right to receive free medicines for money. The amount of compensation in this case will be 1108 rubles.

Applications to replace benefits with cash compensation are accepted by the MFC until October 1 of each year. The money will be transferred to the applicant from the beginning of next year.

The conditions and procedure for providing benefits to pensioners with labor veteran status are regulated by the legislation of the Russian Federation. List of main regulations:

Tax benefits for labor veterans

Fiscal preferences due to pensioners with labor veteran status include:

  • Complete exemption from property tax. Since 2016, the benefit is provided only for 1 object - a room, apartment or individual house - at the choice of the pensioner.
  • Transport tax benefit. Since 2016, the reduced fiscal rate or tax exemption applies to 1 car. The size and conditions for providing transport preferences depend on the region; they should be clarified at your place of residence, for example:
    1. in Moscow, Sakhalin region - not provided;
    2. in Bashkortostan and Irkutsk they operate at 100% rate.
  • Preference for land tax. Russian legislation provides for a deduction of 10,000 rubles from the tax base for pensioners receiving benefits.
  • Income tax benefits (hereinafter – personal income tax). The following types of income are not subject to 13% personal income tax:
  • pension payments;
  • material benefits;
  • financial assistance, the amount of which does not exceed 4 thousand rubles per year, including the annual amount of the monthly allowance;
  • funds allocated for sanatorium and/or medical treatment as prescribed by a doctor;
  • Exemption from paying state fees when going to court.

Transport preferences for labor veterans of Moscow and the region

Preferential travel in the capital and Moscow region is a preference valid for persons with labor veteran status for all passenger public transport. Exceptions: route and commercial taxis, long-distance trains, air travel - air tickets will have to be purchased at your own expense. Medical benefits of federal and local significance

Persons with disabilities, citizens who were involved in eliminating the consequences of man-made disasters, including the Chernobyl accident, war and labor veterans are entitled to medical benefits. The procedure and conditions for providing regional preferences for health improvement:

  • free services in government medical institutions;
  • free dental prosthetics in budget clinics from standard (inexpensive) materials;
  • sanatorium-resort treatment with free travel to the place of treatment by rail;
  • free medications purchased in pharmacies with a doctor's prescription.

Pension supplement

In some cases, retired veterans of labor are entitled to supplements to their benefits. There are 2 of them in total:

  • EDV - compensation for the social package in case of partial or complete waiver of preferences due to the beneficiary in kind:
  • Local supplement to pension, if its amount is below the regional subsistence minimum (hereinafter referred to as PM).

Privileges for working retired veterans of labor

Due to the difficult economic situation in the Russian Federation, the amount of funding for social programs has been reduced. In 2019, pensioners with benefits who continue to carry out working professional activities and have received labor veteran status retained the following preferences:

  • free treatment in government medical institutions;
  • provision of extraordinary leaves - both annual compulsory and at your own expense - at any period convenient for the benefit recipient with preservation of the job;
  • improvement of living conditions as a priority;
  • free dental prosthetics, repair of orthopedic structures;
  • reimbursement of costs for appropriate medications in state city pharmacies.

Social support measures for labor veterans in Moscow

Capital benefits intended for pensioners with labor veteran status include:

  • free travel on city public transport and commuter trains;
  • 50% discount on housing and communal services;
  • annual free sanatorium and resort vouchers for medical reasons;
  • reimbursement of travel costs to the place of treatment;
  • free provision of medications in accordance with Order of the Ministry of Health and Social Development of the Russian Federation dated September 18, 2006 No. 655;
  • 50% discount on city telephone services;
  • free production, installation, repair of dentures;
  • an increase in pension taking into account annual indexation, provided that the insurance part of the benefit of an elderly beneficiary is lower than the regional minimum wage;
  • EDV for the monetization of benefits due to a labor veteran in case of refusal to receive them in kind.
