The list of non-working holidays in the Russian Federation has not changed for several years. Accordingly, the dates of holidays and pre-holidays in 2017 will be the same as before.

In general, the duration of the pre-holiday working day according to the Labor Code is reduced by 1 hour (Article 95 of the Labor Code of the Russian Federation). And if a holiday is immediately preceded by a day off, then the working hours on the previous working day are not reduced. In this regard, not all pre-holiday days in 2017 in Russia are short.

How many pre-holiday days will be shortened by an hour in 2017? Judging by the calendar, not much. Short pre-holiday days in 2017 are February 22 (Wednesday), March 7 (Tuesday) and November 3 (Friday). In our country, pre-holiday days with shortened working hours are marked with an asterisk.

Pre-holidays in 2017, taking into account the postponement of weekends

The general rule is that if a non-working holiday and a weekend coincide, the latter is transferred to the next working day. In 2017, this situation occurs on November 4: the date falls on a Saturday, so the usual day off will be November 6 - Monday.

But this rule does not apply to holidays from January 1 to January 8. Weekends that fall during this period are transferred to other working days of the calendar year (Article 112 of the Labor Code of the Russian Federation). The procedure for postponing the corresponding days off is determined annually by the Government of the Russian Federation. Legislative norms Article 95 of the Labor Code of the Russian Federation establishes the obligation of employers to shorten the working day if it is the last one before a holiday. The norms of this article apply to the production calendar for 2017, from which it follows that: The length of the working day or shift immediately preceding a non-working holiday is reduced by one hour.

These include dates that immediately precede the holiday. However, not all citizens have the opportunity to work an hour less on such a date. Those workers who work a five-day-a-week, 8-hour-a-day schedule will experience this benefit to the fullest. But employees who have an irregular work schedule, for example, when the enterprise operates in a continuous cycle or carry out activities in which reducing the duration of the shift on a pre-holiday day is impossible, will not be able to take advantage of this preference. Therefore, the employer must provide compensation for them and stipulate this possibility in the collective agreement. The choice of compensation method must be made by the employee himself. This could be: additional time for rest; payment according to the standards established by labor legislation for overtime work.

Since Friday November 3, 2017 immediately precedes the holiday non-working day of November 4, directly specified in Article 112 of the Labor Code of the Russian Federation, it is recognized as a pre-holiday date. Therefore, it should be shorter by 1 hour for all employees of Russian organizations and entrepreneurs, with the exception of those who work on a special schedule. Along with it, shortened days occurred only three times in 2017: on February 22 - before the holiday, Defender of the Fatherland Day, which is celebrated on February 23; March 7 - before International Women's Day on March 8; November 3 - before National Unity Day on November 4. And this is the last shortened day in this calendar year. In all other cases, the days before the holidays coincided with regular official days off, and therefore did not affect the length of working hours. Duration of the working day on November 3 with a six-day working week If an organization operates on a six-day week, then its employees retain the right to a shortened working day. Therefore, the pre-holiday day of November 3 will also be shortened by one hour for them. However, the legislation does not provide for the opportunity to rest on Monday the 6th for such a schedule. After all, Article 112 of the Labor Code of the Russian Federation states that the transfer of holidays is carried out only if a holiday falls on a weekend. During the six-day period, Saturday is not a day off. Less work on Friday. Some organizations have internal regulations that provide for a shorter working day on Fridays. Such an initiative by management is usually welcomed by employees, but has nothing to do with the norms of the Labor Code of the Russian Federation. The organization must prescribe a special mode of operation in an internal regulatory act (order or work schedule). At the same time, such working hours on Fridays should not affect wages in any way. By the way, employers also do not have the right to reduce wages for a legislative reduction of working hours by an hour. November 4th was one of the main Orthodox holidays - the Day of the Icon of the Kazan Mother of God - a spiritual symbol of liberation from foreign invaders of the Russian capital.

It was the lists from this icon, miraculously found in Kazan in 1579, that helped in the battles with the invaders, first the first zemstvo militia, and then the second, which, led by Prince D. Pozharsky, drove the Poles out of Moscow.

Then, in November 1612, a radical turning point came in overcoming the Troubles and fighting foreign intervention.

Moreover, this was achieved not by the army, not by the army assembled by the authorities, but by the people’s militia, a self-organized movement. This is the only such case in Russian history.

The first Day of National Unity was solemnly celebrated in 2005 - Nizhny Novgorod became the main center of the festive events. The main event of the holiday was the opening of the monument to Kuzma Minin and Dmitry Pozharsky.
